The Jamul-Dulzura Union School District offers a continuum and variety of services including Resource Specialist Programs (RSP), Special Day Class (SDC), Speech/Language Services, a Special Education Preschool Program, Adaptive Physical Education, and Occupational Therapy Program for its students.

Special Education Local Plan Area (SELPA)

Jamul-Dulzura is one of ten districts belonging to the East County Special Local Plan Area (SELPA). The East County SELPA provides programs for Jamul-Dulzura students whose needs cannot be met within the district and provides administrative services to the ten participating school districts. Jamul-Dulzura receives part-time assistance from a Program Specialist employed by the SELPA to coordinate programs among districts and serve as a resource to special education personnel. A local plan for special education is written every three years by the SELPA.

Philosophy

The Jamul-Dulzura Union School District's philosophy of special education is based on the critical concept of least restrictive environment. The essence of least restrictive environment (LRE) is that special education is an integral part of the total public education system and should provide maximum interaction between students with disabilities and their non-disabled peers.

Referral for special education and services is only appropriate when the conditions of Education Code 56303 have been met:
 
A students shall be referred for special education services and instruction only after the resources of the regular education program have been considered and, where appropriate, utilized.
 

The use of a Student Study Team to plan modifications for the regular education program is extremely important prior to special education consideration. Attention to the critical issue of least restrictive environment is the foundation for special education programs in the Jamul-Dulzura Union School District. A full range of placement options is available for students with special needs, with an emphasis on the LRE.
